Joseph W. Harned, Jan. 26, 1940 – Jan. 23, 2024 (Age 83)

Joseph William Harned was born January 26, 1940, to Mary Baily Harned and William Biechele Harned. He grew up in Allentown, Pennsylvania, and graduated from St. Andrews School in Wilmington, Delaware and Yale University (1961), earning a B.A. in International Relations and Economics. While at Yale, he served as the Chairman of The Yale Literary Magazine, America's oldest, and was co-editor of Art and the Craftsman, the best of the magazine on its 125th anniversary. As a Navy Reserve Officer Training Corps scholarship student, Joe owed the US Navy six years, four of which he spent at Yale, followed by two years on active duty as a US Navy Lieutenant where he served as the Fleet Cryptographic Communications Officer on Vice Admiral David McDonald's staff aboard the guided missile cruiser USS Springfield, flagship of the US Sixth Fleet, ported in Nice, France.

He met the love of his life, Antoinette Falquier, in Paris while serving in the Navy.  Joe and Antoinette, the daughter of a Swiss diplomat and an Australian mother, were married in Nice on July 19, 1963. After completing his service in the Navy, Joe and Antoinette moved to Paris where Joe, at the behest of Senator Henry Cabot Lodge, Jr., joined the Atlantic Institute for International Affairs to help create an international clearinghouse of economic, political, and strategic research planned for universities, research institutes, and centers throughout North America, Eastern and Western Europe, USSR, Japan, Australia, and New Zealand.  While at the Institute, Joe was Founder and Editor of Atlantic Studies/Etudes Atlantiques and Director of the Atlantic Inter-Parliamentary Consultation Program.  All three of Joe and Antoinette's daughters were born in Paris. 01/

In 1968, Joe joined the Atlantic Council of the United States in Washington, DC, where he held various leadership positions over the course of more than 26 years, including Executive Vice President, COO, CFO, and Member of the Board of Directors. Over the course of 33 years, Joe was periodically engaged to assist with various national security projects by the National Security Advisor to the President, the Arms Control and Disarmament Agency of the Department of State, the FBI, the EPA, the CIA, and the Senate Select Committee on Intelligence.

Joe and Antoinette shared a lifelong love of 19th and 20th century furniture and paintings which culminated in operating Falquier & Harned Ltd. Antiques for more than a decade in Old Town Alexandria, Virginia.

Joe was the author of numerous books, articles and studies on energy supply and use, development economics and growth, nuclear energy and nuclear terrorism, international relations, and parliamentary consultation. He was the co-author (with Antoinette) of Gambit, a novel of nuclear espionage and international hijinks, and author of The Vatican Chronicles, a tongue-in-cheek novel about the most dangerous act of nuclear terrorism in the 21st century.

Joe was one of the most erudite people one could ever meet.  The breadth and depth of his knowledge of world affairs was nothing short of astonishing.  His vocabulary and recall were something to behold.  He was rarely wrong and never in doubt.  He had a wicked sense of humor which he employed subtly but effectively.  He loved to travel (with and without Antoinette).  Some of his favorite adventures were counting wolves with National Geographic in Yellowstone National Park and photographing all manner of wildlife in Africa in full safari regalia.  Joe and Antoinette spent three months in Paris to celebrate their 50th wedding anniversary.

Joe was predeceased by his parents, his wife, and his brother David Baily Harned.  He is survived by his three daughters, Sheilah Harned Storch (Shane), Margret Harned Martin (Gordon), and Jennifer Kuhn (Karl); and seven grandchildren:  Sergey Blansit, Gordon Tucker Martin (Alexa), Baily Antoinette Martin, Perry Harned Martin, Lilly Grace Martin, Walker Gallalee Martin, and Antoinette Sydney Kuhn.  He is also survived by his two nephews, Christopher Baily Harned (Elizabeth) and Timothy Heydenreich Harned (Marla), and his sister-in-law, Elaine Heydenreich Harned.

"Papa" as his daughters and grandchildren affectionately called him, was a beloved husband, father, and grandfather.  We take solace in the fact that he is with our Lord and Savior and reunited with his wife of 55 years, who he cherished.
